rubymine setup on mac sierra

Hi, where can I find a complete how to for ruby on rails and rubymine?  I formatted my osx drive and reinstalled the osx because I was having so many issues with my ruby installation.

Currently, on a fresh machine, I've got ruby 2.0 on it.  That's it.

I would like to upgrade ruby to 2.3.1, get rails installed, git, rubymine, and postgresql.

I've already installed xcode.

Any help would be appreciated,
