running a console in the context of a rails debugging session

Does not seem like that's currently possible.  The next version is adding debugging to the rails console, but this request is for adding the console to the debugging session.

The eval window is kind of half way there, but far less convenient.

yes, RM doesn't provide such functionality

A console that's active even when you are not stopped in the debugger, may be difficult, don't know, you tell me?

However, transforming the eval window into a command console that's active while you are stopped, seems like not a prohibitive amount of work.

What do you think?  Would you consider adding this feature?

Sure, we will.  File a feature in our issue tracker, vote for it, and as soon as it will get noticeble number of votes we will implement it.

I think you probably don't need votes to appreciate the utility of a debugging console.

Your votes help us to do prioritization.  One wants more functional debugger, someone else wants support for one more language, and another person may want multimodules support.
It is always hard to choose what to do next and votes help us.

Oleg.
