Tools menu missing

In the recent EAP releases (RubyMine-96.1085, rubymine-96.886) the tools menu of my rubymine isn't working properly.  When I press alt-T, or mouse click on "Tools", I don't get a menu.  Actually, it brings up a little four pixel large dot slightly below the menu (or sometimes it just doesn't do anything).  Is this a known bug?

Hi, thanks:  I'm running Ubuntu 10.04 on a new laptop:

Also, I'm unable to take a screenshot: when I try to switch to the screenshot tool the "little square" artifact goes away.  The "little square" artifact is a black 3x3 pixel square with one white pixel in the middle--a null menu I'm guessing. But let me describe it in detail.  When I'm in, say, a text editor window of Rubymine and I press alt-T nothing happens at all (and note: a subsequent alt-Tab will successfully switch me to another app).  If I do alt-C, the "version Control" menu correctly comes up, alt-R the "Refactor" menu works, etc.  If I do alt-C then left arrow, the highlight correctly moves to the word "Tools", but no menu comes up.  Bad.  Left arrow again, and the word "Run" is correctly highlighted, with no menu (correct behavior I think).  If I press enter, the "Run" menu correctly comes up.  If instead I right-arrow back to "Tools", no highlighting at all appears--though I'm still "in" the menu bar, because alt-Tab fails to move me to the browser where I can edit this message.  No little square has appeared yet.  To get the little square I have to do this: With the mouse, click on "version Control" (or any item other than "Tools"), then move the mouse left over the word "Tools".  "Tools" becomes highlighted and the little square artifact appears. It is located about 8 pixels down and 8 pixels to the left of the bottom of the "T" in "Tools".

Yes, looks like empty menu item, without actions.
