Change default encoding for RubyMine?

RubyMine doesn't have project wide encoding settings. Hovewer you can change particular file encoding using encoding control at the bottom of RubyMine

Yes, I've seen that one; but changing the encoding file by file is tedious and error prone.

instead of MacRoman?

In fact this is possible: Settings | General | IDE Encoding.
