Railties_Path Missing (aka: what command is executed inside the IDE to run the server)

I'm using CygWin on Windows 7 for my ruby installation. Everything runs fine either inside CygWin or CMD when I try to execute script/server. _HOWEVER_ inside of RubyMine, neither the debugger nor server work - when I run the server, I get:

What environment is Jetbrains running that it wouldn't have access to rails? I can execute the exact above command using cmd.exe or bash.exe (for cygwin).
