Plugin For Conventional Changelog

Hi Guys,

I'm completely new to writing plugins.  

I'd like to write one for PyCharm which will ensure correct use of Conventional Changelog for git commits. Is there a plugin somewhere that is even remotely similar? Something that modifies the normal git commit dialog boxes?
