[ANN] Changes Bar 1.7.3 Available

Nathan,

It seems the max IDEA version prevents the plugin to be installed on the
8.1 EAP build.

If you could increase it to something like 9999, we can see if it
actually works, or crashes :)

There are some minor changes to the VCS API in 8.1, so it would be best to
try compiling the plugin before advancing the version. :)
