Looking for a plug-in developer

Looking for a plug-in developer.

I need a cross platform browser plug-in. The priority is IE, though.

Plug-in should detect “page not found”, and HTTP Status 500, and redirect browser to another predetermined address….

Is somebody on this forum who can professionally develop such a plug-in? If yes, what is the time frame and price?
