ANN: JiraBrowser 0.1.7 for 3311+

Just uploading a new build of the JiraBrowser compiled all nicely against
the 3311+.

Also added to the Help menu is a new action "Browse Jetbrains JIRA Issues"
which will display a list of IDEA versions ( 'nicely' named I1 - I8 by
JetBrains ) and will then open an issue search pane as the plugin would
normally do against your own JIRA installation.

Note - this uses pre-configured/hardcoded connection details to the
JetBrains jira installation so no user configuration is required, simply
install the plugin ( even if you don't run your own JIRA ) and browse the bugs.

I havn't tried commenting via the plugin yet, but it should work (
although comments will be associated with the jirabrowser user ).
