The plugin manager has been updated and some plugins got dropped during the migration. Unfortunately JB did not make any backups and I am in vacation so I am sorry to tell you that you will have to wait until next week before I can upload fresh versions for 4.0 and 4.5.
I don't think it is build specific. I just installed a trial copy of IDEA 4.0.3, build 1182 and it doesn't show up for me either.
