Can I publish a plugin that i fixed.

A question to JetBrains stuff members:

I downloaded plugin http://plugins.intellij.net/plugin/?idea_ce&id=1247 and fix it so it will support IntelliJ 9.
Since the original writer is no longer response to comments and questions - Can I upload my changes to repository ?
