How do I create a sidebar panel?

Hello wallaby.pouch,

I'd like to create a sidebar panel (like the structure, todo or
datasources panel).
I'm a bit lot how to begin.
Is there an example somewhere how to create one?
I looked in the openapi group (where's the search?) and checked the
plugin developer FAQ. I also looked into the api docs but couldn't
discover how to start.
