JAR loading in Pallada

I just got a report the JIRA plugin doesn't work in Pallada so I went and
installed it and looked.

It would seem none of the other jars in my plugins ./lib directory are
being loaded.

Do I need to explicitly mention these in my plugin.xml file now?
