Enclose with tag

I didn't succeed with it in feature request, but how about plugin?

HTML-Kit (http://www.chami.com/html-kit) has very nice feature "Enclose with tag" - on selection Alt+Insert

IDEA already has surround with template, but this is more dynamic.

It shouldn't be hard to implement.
