[ANN] Misc/IdeProcessPriority

Stupid (but useful) plugin -- Windows only -- that lets you lower (or raise, for that matter) the priority of the IntelliJ process permanently.

I use it because IntelliJ can chew CPU at times, and, well, the windows scheduler kind of sucks - it can lock up my other processes for 5 seconds at a time unless I've lowered the priority of IDEA.
