Annotation.registerFix() not working in 7294?

see
com.intellij.struts.highlighting.syntax.DomAnnotatorVisitor#checkDeprecatedAttribute

#isAvailable() is not called at all, annotation displayed

it seems to work on some positions in the file, but not all..
