Cannot download SimpleIntentions and SimpleActions from plugin Manager
Always occurs such error:
"Plugin ]]> was not installed: Syntax error in file name or directory name."
I am running IDEA on WinXP SP2 Rus

I have experienced the same problem for quite some time now, too.
Deleting the plugin and downloading fresh works well.
This must be an IDEA issue, I believe. Maybe a JIRA issue should be opened...
