starteam vcs message "..ConnectionManager.ini"

does anyone know what the message means:

"no system property was specified for ConnectionManager.ini. Try -Dwsidfile=<..>" when trying to set the vcs to Starteam.
Where might i find this file and how does one set it?

I've inserted the starteam-sdk.jar in the plugins directory and tried to pick the starteam choice from the vcs drop down. But when I test the connection, I get the message above. Any thots?
