Plugin actions without keyboard-shortcut don't appear in keymap

Hi all,

I've got a couple of actions defined in my plugin.xml. One action has a
keyboard-shortcut element and it appears in the keymap as one would
expect. The rest of the actions don't have keyboard-shortcut elements
but they don't appear in the keymap as unassigned actions. I've tried
adding keyboard-shortcut elements in various forms: with keymap
attribute but no first-keystroke attribute, with keymap attribute and
empty first-keystroke attribute. Still no unassigned actions in the keymap.

Any suggestions?
