Refactor JPanel From GUI Builder

Indeed, this feature was never implementedd.

I have a monolithic form which I now want to change to use a docking
framework.

This would mean separating out my form into individual panels that I
put into each of the tool windows.

I thought I had seen a video tutorial of IDEA doing that sort of
refactoring, but I can't find it or the function.

I then found this in the backlog from 2006.

Was this feature never implemented?
