Andres Almiray gives following tipp:

A quick and certain workaround would be to make sure that the following jars are available in the configured classpath:

-classpath "C:\Program Files\Griffon\griffon-0.9.2-beta-2\lib\groovy-all-1.7.5.jar;C:\Program Files\Griffon\griffon-0.9.2-beta-2\dist\griffon-cli-0.9.2-beta-2.jar;;C:\Program Files\Griffon\griffon-0.9.2-beta-2\dist\griffon-rt-0.9.2-beta-2.jar;;C:\Program Files\Griffon\griffon-0.9.2-beta-2\dist\griffon-resources-0.9.2-beta-2.jar;C:\Program Files\JetBrains\IntelliJ IDEA 98.402\lib\idea_rt.jar"

You'll need griffon/rt for griffon-cli to work.
You'll need griffon-resources for effectively calling create-app and integrate-with from within IDEA.
