How do I configure the project libraries in 9540?

I don't see where you do this?

In the Project Structure dialog, which is now separate.

When will the normal project/global settings dialog be put back into
place?

We don't have any plans to revert to the version 7 UI for the settings.

Working with this half implemented one isn't fun.

It's not half implemented. Feel free to submit specific feedback that would
help us improve the UI.

Alt+Ctrl+S

The dialog that shows is segmented into both Project and IDE settings.

In the Project ( top level ) pane I do not see any configuration for libraries.

Is the portion that says "Project Settings [<my project name here>]" only a portion of the project settings?
