Inspections rerun on frame deactivation?

I've noticed IDEA (#9144) seems to rerun inspections on frame
deactivation, even if open files haven't been touched.

Now, IDEA takes a good 5 seconds or so to fully analyze some large
classes in my project. If for some reason I need to constantly switch
between IDEA and something else (say, a running browser), this means a
constantly pegged at 100% cpu.

Is there any reason for IDEA to do this? It's not nice to have your CPU
pegged every time I switch focus from it. CPU snapshot attached to
IDEA-20711.
