Odd UI behavior in 13.1

I am experiencing some strange behavior since upgrading to IDEA 13.1. I am running on Windows 7, and I am noticing a couple of issues:

1. Most of the time, my cursor remains an arrow when hovering over the editor instead of showing the text cursor
2. This is the same behavior I am seeing when I attempt to resize any of the docked toolbar windows. I only see an arrow cursor until I actually click to try to drag the side of the window.

Is anyone else experiencing this strange behavior? Are there any known workarounds?
