What bug are you referring to?
My vista-alt-tab peeve is that it's not possible to alt-tab back into IDEA if IDEA has a modal window up. This has been broken for a long time.
I thought I had filed a JIRA issue for it already, but I can't seem to find it, so I've refiled it as http://www.jetbrains.net/jira/browse/IDEA-19790
