Installation - importing plugins with other settings

When we install an IDEA update, it allows us to import our configuration settings from a previous installation - but it doesn't import the plugins we downloaded for that version. Admittedly it's only a minor inconvenience to copy them over, but it would be nice if they were included with the other config imports.

Is there some reason why this isn't done?
