7.0 M2 Offline change markers broken again?

Hello Ian,

I think that during the last EAP there was a time when CVS change
markers in the gutter margin stopped working when IDEA was offline
from CVS. It appears that this problem has resurfaced with the M2
build, or maybe earlier? Is this a known issue and are there plans to
make it work "right" before the final release?

No, this is not a known issue. Please file a JIRA request.
