Debug window needs step buttons independent of frame

Amen.

If I want to step through code, I *must* have the
frame window open. I
rarely use the frame, and when stepping I either want
to see the console
or the watch, but not the frame.

The step buttons should be omnipresent like *all*
previous versions and
not tied to one screen.
