Debug keyboard shortcuts don't work with detached debug windows

E.g. Step Over, F8 shortcut.

• Put a breakpoint.

• Run a debug session, keep the default debug layout.

• Press F8 - steps as expected

• Now detach the Frames toolwindow from debug

• Press F8 - ignored. Clicking the Step Over button with a mouse works, however
