6791 - import settings exported from 6791 has no effect

I was installing IDEA on another machine, so I exported by settings in 6791 on another machine to a file called settings.jar.

Then, I imported all the settings on the other machine. Everything seemed to go fine.
No RCOD errors.

But upon restarting IDEA, nothing has changed.

I then tried to import Keymaps only, but same thing.
I tried launching IDEA with idea.bat and checked console for errors, but nothing.

Anyone have any suggestions to try, or should I just file Jira with my settings.jar?
