Why no Structural Search intentions?

What do you mean ?
When configuring SS inspection, you can specify (structural) replacement,
which will be shown as quick fix whenever inspection hits.

There are many intentions that could be implemented using Structural
Search.

Yes, but the inspection will signal a warning or error. A matching intention
is not an error or warning.
