Inspection annotations' attributes problem

More details are welcome. If you could consolidate the test case to reproduce
the problem, that would be even better.

Sometimes, only sometimes, IDEA shows me an error that an attribute of
annotation which is required is missing. I need to restart IDEA to
turn it off. Don't know why. :(

This happens in Demetra build 5181.
