Open Action (Ctrl+Shift+A) not available on Quick Start Screen?

This is a really good feature -- open action, as described in this blog (http://blogs.jetbrains.com/idea/2009/06/find-action-saves-time/).

But I don't see anything happen when there is no project open and I am at the Quick Start screen. I think it is a bug because I can't use this nice meta-short-cut to open a project! Can someone confirm?

The latest IDEA issues are filed in the new Issue tracker - youtrack.
Were the JIRA open issues migrated to the new issues tracker? Is it planned such a migration?
I've search in Youtrack if there is an equivalent of the http://www.jetbrains.net/jira/browse/BDP-140, but, unfortunately, I didn't find one.

Does the IDEA development team track the JIRA issues? My concerns is that the team is more focused on issues filed in youtrack system.

I am very interested in a fix for http://www.jetbrains.net/jira/browse/BDP-140

Issues in the IntellIJ IDEA project in JIRA were migrated to YouTrack a long time ago. The BDP project in JIRA has nothing to do with IntelliJ IDEA; filing IntelliJ IDEA bugs there and hoping to see them fixed is about as efficient as installing a copy of JIRA on your local machine and filing bugs there. :)

Frankly I don't understand it.   What "Environment - IntelliJ IDEA 8.1.3" stands for?
Do you consider I have to file a new issue in YouTrack#Project Idea in order to "clone" the BDP-140 issue? As I've said I am very interested in tracking this issue.

"Environment" is a text field. The user chose to enter "IntelliJ IDEA 8.1.3" there.

If you want an issue to be fixed, please file it in the issue tracker which is actually used for IntelliJ IDEA development.
