Do scope colors apply outside the project?

Say I wanted to apply a color to all .log files, including ones outside the project that I happen to have open. Is that possible, or do cusotm scopes (i.e., not Non Project Files) only look inside the project?

I have the selector file:*.log, and it does match log files inside the project. I have the Log Files file color above Non-Project Files.

Can't think of what else to try.
