Alexey means the "Default file template usage" inspection. It's new in
Demetra in the General category.

BTW: Is it a known problem that error settings are reset to defaults on
each startup?

Great feature, but it continues the long problem JetBrains has with categorizing their inspections. May I suggest either "Code style" or "Code maturity", rather than "General".
