Tab closing Policy

Is it just me or is it broken somehow?
Since I've upgraded to Idea 5 I'm constantly finding myself in a situation when the file tab I just opened a few minutes ago got closed, while other tabs that I didn't touch for a longer period of time are still open.
The editor settings are as follows:
Tab limit:10,
single row: unchecked,
tab closing policy: close less frequently used files.

The scenario is as this: I open some file, check it out, switch to another tab or open a new one (or maybe couple of others - but no way even close to 10!). Then I want to go back, but alas! that tab is already closed, while others that were open before this one (and I didn't look there) still there.

I'm wondering if maybe I misunderstand "less frequently used" term? My understanding is that it means less frequently opened tab.

And no, I didn't have such problems in Idea 4.5

No, it's no just you. Everyone in our team is complaining about that.
I tried a little to reproduce it, but have not found a definitive way to reproduce
(so I haven't file a Jira issued yet).
It's just that sometimes I notice that even the last file I modified before, is gone
from my editor tabs.

Very annoying.

Does this actually work for anyone even in version 11? From what I observe, when you open a new editor window, for example via Ctrl-N, it places the new tab below (I have my tabs to the right of the screen) the currently active one and pushes whatever was the top tab off, regardless of whether it's been modified or recently used.
