DTD with entities support?

I am editing a file whose format is specified by a DTD which imports
other DTD's with an entity reference. IDEA 3405 doesn't seem to support
this. Am I missing something? Did I do something wrong? Should I file a
JIRA issue?

Imported dtd seems to be not found (could you navigate on entities and
file pathes in dtd?)

Yes, I can ctrl+click on it. The DTD might be malformatted - I've posted
a copy of the files at http://kano.net/in/ups.zip. To reproduce, try add
the request and Xpci DTD's as resources with no prefix, and then create
an XML file using the request DTD. When I do this, I can only use the
tags which are in the request DTD itself, and not those which are
defined in the Xpci DTD's.
