Error: "available plugins list is not loaded" (build 3370)

Using Intellij build #3370 When I click on the 'available' plugin tab I see the following error: "available plugins list is not loaded".

This happened after I deleted the following dirs:
.IntelliJIdea\system\caches
.IntelliJIdea\system\jars

I deleted these dirs because they were full of gigs of old junk that I no longer need.

Any suggestions on how to fix this error?
