Is there a way to stop IDEA from re-creating META-INF/plugin.xml for Plugin modules?

I keep my META-INF/plugin.xml in my CVS folder under my content root, not directly in my content root. I moved it, and when I restarted IDEA, a new META-INF/plugin.xml with default values was creatd under my content root.

How can I stop this, and tell IDEA to use the plugin.xml in my CVS folder?

It will be the special setting for such purposes. Now only this default
behavior is available.
