Path variable usage in library definitions

It seems IDEA is not using defined path variables in library definitions. Bug http://www.intellij.net/tracker/idea/viewSCR?publicId=32840 fixed in 2020 is about usage of path variables in generated ANT scripts, but if they are not in library definitions to begin with...
Does this fix includes libraries?
I would like to see path variables in definitions of roots for library classes, sources, javadocs and even javadocs URLs like:
