Collision between intention bulb and gutter area tooltip

See the screenshot attached - when viewing an interface and moving mouse cursor to the interface icon on the gutter area (marked with red on the screenshot) two visual effects collide:
1) intention bulb offering to "implement the interface",
2) "Implemented by" tooltip
