Personal license
I couldn't find any information about the personal license. I've seen this thread http://www.intellij.net/forums/thread.jsp?forum=22&thread=62140&message=656685 , but couldn't find information on www.intellij.com site about the license policy mentioned here.

Just go through the normal upgrade web-forms.
After you entered your reference number of license 3.0 you'll get a price of
149$.
