This is quite normal IMO.
Every fix has the risk of introducing a new bug. So at some point you decide to only fix blockers for the release. When people have time they can already start working on less severe fixes for the next release - you can't always have everybody working on a release until the very end.
I think they're probably not making any nontrivial and/or noncritical changes to 4.0 anymore.

I agree. And it is a sign, that IDEA 4 will be released soon.
