build #1138 doesn't start with idea.exe launcher

Hello,

When starting build #1138 it asks whether do I have previous version and then asks for the license data (though I do have license key in the "config" directory). I've noticed, that IDEA_HOME/bin directory contains folder named exactly "%IDEA_SYSTEM_PATH%" and "%IDEA_CONFIG_PATH%".

I've looked for this strings in idea.lax, replaced them with the values like "~\.IntelliJIdea\system" and IDEA launched succesfully after this moidifcation. Do I have to submit a request to tracker? Or may be it is only my local configuration problem?
