Custom Data Type Renderer for primitives?

I'd like to create a custom data type renderer in the debugger for primitives.
The code I'm currently working on contains various long primitives, most
of which I'd like to view as hex rather than decimal. In this particular
case changing the default to be "view as hex" would also do the trick though
I can't see a way to do that either. I've had other similar situations arise
in the past too where I'd like to view eg all ints as binary.

Is what I want possible? (I'm aware of various workarounds like providing
a custom renderer for the containing object etc but that doesn't help when
primitives are widely scattered throughout the codebase).

Can't this be done? What about via the OpenAPI?
