"Create Type Parameter" intention in static methods

When I'm in a static method and I type an unknown class name, an intention appears to create the class or to create a type parameter. If I choose to create a type parameter, it creates a type parameter for the class. Does this make sense for static methods? If not, I will file an SCR.
