Web Application setup

1. Usually I keep all TLDs and XMLs under the WEB-INF folder, it seems not to be possible to deploy the web application with out moving all this into the separate resource file.

2. We still need to define external resources for all TLDs and other files under the WEB-INF folder, otherwise it is not recognized

I can't even get the web application module to remember where my web.xml is
stored :D Evertime I close IntelliJ it looses the settings for the whole web
module tab.
