Reformat doesn't cause reparse in 1071

unless the reformat actually causes the text to change. Not a big deal for anyone but me, as I used that behaviour for testing inspections. Since I can force a reparse by causing IDEA to lose and regain focus, I'm cool with that. I'm guessing that was just one of the ways you made 1071 so wicked fast, and thought I'd point it out.
