Compiling 0 classes suggests hotswap

If I start a debugger and it runs a compile (or hit Make Project) and it doesn't find anything to be compiled, it still asks me to hotswap each of my debuggers.

This is especially annoying because I regularly run 2 debuggers in my project, and when I start the second one, it runs a compile, compiles nothing, but then asks me to hotswap the first debugger.

Is this the intended behavior, do I have something wrong in my project, or is it a bug?

In fact, it appears that IDEA doesn't currently know which processes to hotswap (not sure if it can know)... I have two VMs running for two different modules and when I compile code in one module it asks to hotswap both VMs. Not a big deal, but worth mentioning.
