"Select In" when the file is in both rootpath and classpath

I have a few directories that contain property files included as entries
in library. When I use the "Select In->Project" the file is is displayed
in the project tree under the libraries node. Is this by design? Would
there be any problem with first checking the project root paths and then
the libraries? (If not I'll file an issue for the change.)

There's no special handling for such situations. The property file should appear in the tree twice: under Libraries node (since it
was added as a library) and under one of the directories (since it is located under module content root). Selecting the file in both
places would be correct and current implementation just takes the first occurrence. It sounds reasonable that occurrences in the
content have priority over those in Libraries, so we'll change the behaviour.
